Do you know exactly which part of a client’s hand or foot you’re allowed to work on?  What about the use of metal instruments to remove a callus?  Here we take a look at what the accepted practices are for each state.

License required:
  Manicurist

Area licensed to work on:  The practice of manicuring, pedicuring, nail care or adding wraps, tips, artificial or sculptured extensions to the nails of any person or cutting, trimming, polishing, coloring, tinting, cleansing or manicuring the nails of any person or massaging, cleansing, treating, or beautifying the hands or feet of any person.
Cutting:  No provisions

State: Alaska
License required:
Manicurist, (Advanced Manicurist as of Sept. 1, 2001)

Area licensed to work on: Cut, trim, polish, color, tint, or cleanse a natural or artificial nail; affix material by artificial means to a natural nail for the addition to or extension of the natural nail; cleanse, treat, or beautify the hands or feet for cosmetic purposes; or otherwise treat the nails of the hand or foot.
Cutting: No provisions

State: Arizona
License required:
Nail Technician

Area licensed to work on: cutting, trimming, polishing, coloring, tinting, cleansing or otherwise treating a person’s nails; applying artificial nails; massaging and cleansing a person’s hands, arms, legs, and feet.

Area licensed to work on: Cutting, trimming, polishing, coloring, tinting, cleansing, filing, buffing, pushing, extending, protecting, wrapping, covering, building, or beautifying the nails or performing any other similar work upon the nails of any person by any means, including the softening of the arms, hands, feet or ankles of any person by use of hands, mechanical or electrical apparatus or appliances, cosmetic or chemical preparations, antiseptics, lotions, or creams or by massaging, cleansing, manipulating or stimulating the arms, hands, feet or ankles of any person.

Area licensed to work on: Cutting, trimming, polishing, tinting, coloring, cleansing, or manicuring the nails of any person. Massaging, cleansing, treating, or beautifying the hands or feet of any person.
Cutting: Prohibits the use (or even the presence within an establishment) of any razor-edged or other device or tool designed to remove calluses. Additionally, when providing a manicure or pedicure, no metal instrument shall be used except those necessary for the cutting, trimming, manicuring, or pedicuring of nails or cuticles.

State: Colorado
License required:
Manicurist 

Area licensed to work on: Filing, buffing, polishing, cleansing, extending, protecting, wrapping, covering, building, pushing, or trimming of nails including the softening of the hands, arms, ankles, or feet of any person by use of hands, mechanical or electrical apparatus or appliances, cosmetic or chemical preparations, antiseptics, lotions, or creams or by massaging, cleansing, stimulating, manipulation, or exercising the arms, hands, feet, or ankles of any person.
Cutting: Nippers may be used to trim cuticles and pumice for calluses; does not allow for credo blades to remove calluses.

Area licensed to work on: Cuts, shapes, polishes or enhances the appearance of the nails of the hands or feet; the application and removal of sculptured or artificial nails.
Cutting: No cutting nail beds, corns, and calluses, or other medical treatment involving the foot or ankle.

State: Delaware

Area licensed to work on: Manicuring, pedicuring or sculpting nails, including acrylic nails, of any person.

Area licensed to work on: Cutting, polishing, tinting, coloring, cleansing, adding, or extending of the nails, and massaging of the hands; affixing of artificial nails, except those nails which may be applied solely by use of a simple adhesive. Shaping, polishing, tinting, or cleansing of the feet, and massaging or beautifying of the feet.

License required: Manicurist

Area licensed to work on: Trims, files, shapes, decorates, applies sculptured or otherwise artificial nails, or in any way cares for the nails of another person.

Area licensed to work on: Cutting, trimming, polishing, coloring, cleansing, or otherwise treating a person’s fingernails and toenails; applying artificial fingernails and toenails; and massaging and cleansing a person’s hands, arms, legs, and feet.

State: Idaho
License required: Nail Technician

Area licensed to work on: Manicuring, pedicuring the nails, and the application of all forms of artificial nails; massage of the hands and feet.
Cutting: No provisions

State: Illinois
License required: Nail Technician

Area licensed to work on: Manicures, pedicures, or decorates nails, applies sculptured or otherwise artificial nails by hand or with mechanical or electrical apparatus or appliances, or in any way cares for the nails of another person for other than therapeutic purposes.

State: Indiana
License required: Manicurist

Area licensed to work on: Cleansing, dressing, polishing, sculpting, tipping, or wrapping the nails of a person.
Cutting: No provisions

State: Iowa
License required: Manicurist (natural nails), Nail Technician

Area licensed to work on: Applying sculptured nails, nail extensions, wraps, overlays, nail art, or any other nail technique to the fingernails and toenails of a person; massaging the hands, arms, ankles, and feet of a person; removing superfluous hair from hands, arms, feet, or legs of a person by the use of wax or a tweezer.
Cutting: No provisions

State: Kansas
License required: Manicurist, Esthetician

Area licensed to work on: Manicuring, pedicuring or sculpturing nails or performing any other beautifying process on any person.
Cutting: Prohibited in the working area of an establishment or school: devices, tools, or instruments to remove calluses or skin blemishes.

State: Kentucky
License required: Manicurist

Area licensed to work on: Cutting, trimming, polishing, coloring, cleansing, applying artificial nails, or massaging, cleaning, treating, or beautifying the hands and feet of any human.
Cutting: Trimming and cutting of calluses is not permitted.

State: Louisiana
License required: Manicurist

Area licensed to work on: Trims, files, decorates, shapes, or in any way cares for the nails of another person.
Cutting: No provisions

State: Maine
License required: Manicurist

Area licensed to work on: Applying the hands with or without cosmetic preparations, lotions, creams, or antiseptics to cut, trim, shape, pedicure, polish, color, tint or apply artificial nails to the nails of any person or to massage, cleanse or beautify the hands or feet of any person.

State: Maryland
License required: Nail Technician

Area licensed to work on: Massage of the hands and feet; manicuring and pedicuring services; applying and maintaining artificial nail enhancement products.
Cutting: Prohibited from removing corns, calluses, or other growths of the skin, such as warts, by cutting.

State: Massachusetts
License required: Manicurist

Area licensed to work on: Cutting, trimming, polishing, tinting, coloring or cleansing the nails of any person and application of artificial nail products.
Cutting: No provisions

State: Michigan
License required: Manicurist

Area licensed to work on: Cleansing, filing, shaping, buffing, polishing, or beautifying of the nails of the hands or feet, and the cleansing, massaging, stimulating, exercising, or beautifying the skin of the hands, arms, and feet, manually or with the use of tools, appliances, or cosmetic preparations, including the repair of nails, or the creation or decoration of artificial nails.
Cutting: Prohibited to use a blade in the practice of pedicuring.

State: Minnesota
License required: Manicurist

Area licensed to work on: Cosmetic care of the body surface in the areas of the arms, hands, legs, and feet.
Cutting: No provisions

State: Mississippi
License required: Manicurist

Area licensed to work on: Cutting, trimming, polishing, coloring, tinting, cleansing or otherwise treating a person’s nails; applying artificial nails; massaging or cleaning a person’s hands, arms, legs, or feet.

State: Missouri
License required: Manicurist

Area licensed to work on: Cutting, trimming, polishing, coloring, tinting, cleaning or otherwise beautifying a person’s fingernails, applying artificial fingernails, massaging, cleaning a person’s hands and arms; pedicuring, which includes, cutting, trimming, polishing, coloring, cleaning, tinting, or otherwise beautifying a person’s toenails, applying artificial toenails, massaging and cleaning a person’s legs and feet.
Cutting: No provisions

State: Montana
License required: Manicurist

Area licensed to work on: Nail care of the hands and feet and the application and maintenance of artificial nails, not to go beyond the wrist.
Cutting: No provisions

State: Nebraska
License required: Nail Technician

Area licensed to work on: Attaching, applying, fitting, shaping, or adjusting artificial nails using acrylic, resin, fabric, or gel application systems, sanitizing of the nail bed by brushing on or spraying material in preparation for attaching, fitting, shaping, or adjusting artificial nails, cutting, filing, buffing, shaping, trimming, polishing, coloring, tinting, cleansing, reshaping, or other cosmetic acts on the nails of a person, the ability to detect infection, fungus, or nail disorders that contraindicate the application of artificial nails and cleansing, stimulating, manipulating, exercising, or similar acts on the hands or feet of any person.
Cutting: Nail technology does not include cutting nail beds, corns, or calluses or medical treatment involving the feet, hands, or nails.

State: Nevada
License required: Manicurist

Area licensed to work on: Care of another’s fingernails or toenails, beautification of another’s nails, extension of another’s nails, massaging of another’s hands, forearms, feet or lower legs.
Cutting: Use of a credo blade is allowed for the removal of dead skin only.

State: New Hampshire
License required: Manicurist

Area licensed to work on: Cut, trim, polish, tint, color or cleanse the nails of any person.
Cutting: No provisions

State: New Jersey
License required: Manicurist

Area licensed to work on: Manicure the fingernails, pedicure the toenails, nail sculpt, and remove superfluous hair from the face, neck, arms, legs or abdomen by the use of delipatories, waxing or tweezing.
Cutting: Prohibit the use of a credo blade, skin scraper, or other comparable instrument, which might be used on calluses.

State: New Mexico
License required: Manicurist

Area licensed to work on: A person who performs work on the nails of a person and applies nail extensions or products to the nails for the purpose of strengthening or preserving the health and beauty of the hands or feet.
Cutting: Shall not treat an obviously infected ingrown toenail or use any technique involving mechanical penetration of the skin beneath a callus or corn.

State: New York
License required: Nail Specialty

Area licensed to work on: Cut, shape or enhance the appearance of the nails of the hands or feet including the application and removal of sculptured or artificial nails.
Cutting: Chamois buffers, pumice stones, and credo knives are prohibited.

State: North Carolina
License required: Manicurist

Area licensed to work on: The care and treatment of the fingernails, toenails, cuticles on fingernails and toenails, and the hands and feet, including the decoration of the fingernails and the application of nail extensions and artificial nails.

Area licensed to work on: Cleansing, cutting, shaping, beautifying, or massaging of the hands, feet, or nails of any person.

State: Oklahoma
License required: Manicurist

Area licensed to work on: Oklahoma statutes are not very clear about the areas of the body a manicurist may perform services on. The manicurist may work from the knees and elbows down.

State: Oregon
License required: Nail Technician

Area licensed to work on: Services performed on the nails of the hands and feet; the application and removal of artificial nails; the application of mini-art work, etching or imprinting on nails.

State: Pennsylvania
License required: Manicurist

Area licensed to work on: Work or maintenance done to the nails or cuticles of the hands or the feet for cosmetic purposes including, and limited to, filing, polishing, coating, nipping, shaping, sculpturing, and applying artificial nail tips and other extensions.
Cutting: Does not include the removal of corns and calluses, but does include the removal of thin, dry skin for cosmetic purposes with a pumice stone or similar nonmetal instrument.

State: Rhode Island
License required: Manicurist

Area licensed to work on: Cutting, trimming, polishing, tinting, coloring or cleansing the nails of any person.
Cutting: The use of a razor blade callus shaver is prohibited.

State: South Carolina
License required: Manicurist

Area licensed to work on: Manicuring or pedicuring the nails or similar work.
Cutting: No provisions

State: South Dakota
License required: Nail Technician

Area licensed to work on: Pedicure, manicure, artificial nails, massage of the hands, arms, feet, and lower legs.

State: Tennessee
License required: Manicurist

Area licensed to work on: Manicuring or pedicuring the nails of any person, or performing nail artistry.

Area licensed to work on: Filing, shaping, trimming, painting, cleaning, nourishing, and stimulating the natural fingernail or toenail; the application of chemical treatments to the fingernail or toenail, including, but not limited to, the application of false fingernails, acrylic sculptured nails, nail tips, and nail wrapping; and massage of the finger, hands, arm below the elbow, toe, foot, or leg below the knee.
Cutting: The practice of manicuring shall not include the cutting of nailbed, corns, or calluses, or other medical treatments involving the foot or ankle of any individual.
